TERMS OF USE
FOR THE NATIONAL LEGISLATION DATABASE AND THE ARTIFICIAL INTELLIGENCE-BASED SEARCH TOOL
1. General Provisions
1.1. Purpose of the General Terms of Use
The National Legislation Database (hereinafter: NJT), as well as the legal information search tool supported by artificial intelligence and based on the content of that Database, European Union legal acts and in-depth analysis of court decisions (hereinafter “AI Search Tool”) are operated as digital public services by MKIFK Magyar Közlönykiadó és Igazságügyi Fordítóközpont Zártkörűen Működő Részvénytársaság (MKIFK Zrt) in order to ensure broad accessibility to and comprehension of legislation, and to support access to justice. The term AI Search Tool shall be deemed to include the AI Professional Search Tool.
The present General Terms of Use (hereinafter “GTU”) set out the legally binding terms for the use of services accessible via the Portal including the NJT and the MI Search Tool (hereinafter “Portal”).

2. Data of the Service Provider
The content provider and operator of the Portal is MKIFK Zrt., which performs its task based on an operating and public service contract concluded with the minister responsible for justice.

3. Description of the Service
The services of the Portal (NJT, AI Search Tool) are provided by MKIFK Zrt. to the public free of charge, online.
3.1. National Legislation Database
The NJT is an electronic collection of legislation containing consolidated texts of laws, based on Section 29 (1) of Act CXXX of 2010 on law-making, with the content and on the website specified in Government Decree 338/2011 (29 December) on the National Legislation Database (hereinafter: “Decree”), operated as a digital public service accessible free of charge to all. The National Legislation Database is a legislation search service available to all, free of charge.
The NJT is available at the following service levels:
• a service with content pursuant to Section 2(1) and (2) of the Decree, for users without identification,
• legislation database service with an extended scope subject to identification; the related content and query service; as well as other convenience functions,
• a service level available through the Integrated Legislation System (hereinafter “IJR”) to users identified with a token allocated by the IJR authentication module, providing comprehensive access to all NJT content and query services, as well as specific functions related to the IJR.
3.2 Artificial Intelligence-Supported Legal Information Search Tool
The AI Search Tool helps users by providing textual summaries to find and understand laws related to their life situations.
The service operates based on the legislative texts in the National Legislation Database, as follows:
• the user asks a question in everyday language on the system's web interface,
• the question is processed through linguistic and semantic interpretation, and then
• the relevant laws are listed based on vector similarity search.
The purpose of the solution is to provide results from laws for questions formulated in everyday language. This does not constitute legal advice but, by supplying information, helps legally unqualified citizens.
The added value of the system is provided by artificial intelligence technology that allows for semantic search. This means that the system not only searches for keywords but can also interpret the meaning of the question formulated by the user. The relevant legal documents are displayed accordingly. In contrast, conventional search systems look for only keywords, as well as their inflected forms or synonyms, in the texts.
The advantage of the semantic search tool is that it allows users to ask questions in full sentences, using everyday language, similarly to a conversation with a legal advisor. There is no need to know precise legal terminology; the system is capable of interpreting colloquial expressions as well.
A special feature of the system is that it can also provide a textual summary in response to users’ questions based on the laws and other relevant documents found, with references to the applicable legal provisions.
The search tool reviews not only legislation currently in force, but also versions of laws relevant at earlier or subsequent points in time compared to the date set by the user.
The artificial intelligence-supported legal information search system offers the following key services:
• Semantic search within the full scope of currently effective Hungarian legislation, which is capable of interpreting questions formulated in everyday language, and displays relevant documents accordingly.
• Ranking based on relevance, where the system arranges the documents found according to their importance and how they are related. The results list provides text excerpts and direct links to the full legal texts (with NJT links).
• Providing a textual summary response to users’ questions. The answers are generated based on the contents of the laws found, and include precise references to the relevant legal provisions.
• User feedback can be provided, which contributes to continuous system development, improved accuracy, and optimised user experience.
The system's main search interface helps users in various ways to find legal information quickly and efficiently. The user interface design is simple and clear, supporting questions formulated in everyday language, as well as conventional keyword search. Key elements of the search interface:
• Search field: This is where keywords, questions in everyday language, or specific references to laws (number, title, abridged name of a law, as well as specific legal provisions) can be typed.
• Search start button: Starting the search based on the specified terms or questions.
• Calendar for selecting the date, ensuring that the tool can also search for laws not currently in effect.
The AI Professional Search Tool displays the following items related to the question: the relevant list of laws, local government decrees, official notifications, collection of statements of reason, legal glossary, and court decisions.
The anonymised court decisions displayed by the AI Professional Search Tool are available based on Section 76 (12a) of Act CLXI of 2011 on the organisation and administration of courts. Decisions by regional courts and courts of appeal are accessible with the appropriate NJT access rights.
4. Terms of Using the Service
The services of the Portal are available to both unidentified and identified Users.
Identified Users can use the service
• with identification through the Client Gate or Central Authentication Agent
• by registering via the NJT, or
• by access through the IJR.
By accessing the system, Users accept these GTU as binding upon themselves, whether or not they have read them. Use of the Portal is free of charge for everyone. The User shall be responsible for paying the connection fee to the User's internet provider, as well as for acquiring the technical equipment and software licences necessary for using the service. The Portal ensures that all Users have equal opportunity to use the services. However, MKIFK may restrict access to the Portal by any User who takes advantage of the free usage option in a manner that obstructs access by other Users. In special cases (such as an attack against the Portal, overload with continuous queries, etc.), the service provider may ban users based on traffic data, and may transfer the related data to a court or authority upon request.
The User's Rights and Obligations
The User undertakes to comply with all applicable laws, rules and regulations when using the Portal. The user interface and the services offered there must not be used
• in a manner that violates the applicable laws or regulations,
• illegally or fraudulently, or in a manner that has such a purpose or effect,
• for the purpose of causing harm or attempting to cause harm, or for the purpose of violating the legal rights or dignity of others,
• for the purpose of framing or mirroring any part of the user interface,
• for creating a database by downloading and storing the content of the user interface,
• for driving the search engine of the service with successive requests, automated tools or human interfaces,
• to obstruct the operation of the service in any way, or to attempt to do so,
• to make any attempt to bulk download and process content,
• to introduce any external program code or data into the system using online technologies, or to make any attempt at that,
• for the transmission of data, or the sending or uploading of materials, that contain viruses, trojan horses, worms, spyware, adware or other malicious software, or similar computer code designed to adversely affect the operation of computer software or hardware, and
• for unauthorised access to the user interface, the server used for storing the user interface, or any other server, computer or database related to the user interface.
Any violation of the rules in the above manner will be reported by MKIFK Zrt. to the competent law enforcement authorities, and the identity of the offender will be disclosed upon the request of the authorities.
Copyright
The main purpose of the NJT is to inform citizens and businesses about the laws applicable to any legal situation within the specified time period. This purpose is served by the NJT by making available the legal acts integrating amended and repealed provisions, published within the scope specified by law. Creating the versions of the texts effective at certain points in time is an extremely complex legal task performed by qualified professionals employed for this purpose. Laws are not protected by copyright according to Section 1(4) of Act LXXVI of 1999 on copyright (hereinafter “Szjt.”). However, a database qualifying as an anthology under point p) of Section 1(2) of the Szjt. is granted copyright protection. Therefore, the visual and textual content on the user interface, as well as its arrangement, are protected by copyright and trademarks, of which MKIFK is the exclusive holder. With regard to the NJT, except for cases of free use, MKIFK reserves all rights to dispose over the text of legal norms published on the NJT.
Any content of the NJT may be used for the purpose of obtaining information, and may be printed for personal use. It may not be used for any other publishing purposes, either online or in any other manner. The legal texts queried in any manner from the NJT may not form the basis of any processing, compilation, or database building. The original content of the NJT, or any component of its pages (text, image, sound, video, animation, etc.), may not be used for commercial activities either directly or indirectly, without the express written permission of MKIFK. All activities aimed at profit-making are considered commercial activities. Commercial activities shall include particularly the distribution of website content after it has been copied, or its republication by, for example, posting it on a website. No permission is required for citation. In case of citation, please indicate the source and provide a link to the NJT homepage. If the text of legal acts published in the NJT is used in part or in whole – with the exception of free usage – please contact MKIFK via the contact details provided in the "Imprint".
The Ministry of Justice and MKIFK Zrt. reserve all rights concerning the Portal, including the AI Search Tool, unless otherwise stipulated by the Ministry of Justice and MKIFK Zrt. in a specific cooperation agreement. In this regard, please contact MKIFK Zrt. via the contact details provided in the "Imprint".
Disclaimer
MKIFK Zrt. may not be held liable for any error, damage or data loss in relation to connecting to the Portal, browsing it, or downloading from it, whether it arises directly, indirectly or incidentally while using the Portal.
MKIFK Zrt. makes all reasonable efforts to ensure the secure operation of the Portal and exercises due care in maintaining it, but accepts no liability for any damage arising from any inaccurate, incomplete or obsolete data and information on the user interface. Please note that MKIFK Zrt. assumes no liability for any damage arising from the improper use of the Portal.
MKIFK Zrt. does not warrant that the Portal will operate fully or partially without any interruption or error. The user is solely responsible for the configurations of their own computing system, computer programs and platform necessary to access the user interface, and for the proper functioning thereof. MKIFK Zrt. recommends the usage of a firewall and antivirus software to protect the user's computer.
In line with Section 8/B(3) of Government Decree 338/2011 (29 December) on the National Legislation Database, the textual summaries provided by the AI Search Tool operated by MKIFK are exclusively for informational purposes and do not constitute legal advice. Please consult your legal representative for legal advice. MKIFK Zrt. assumes no liability for any damage arising in connection with the use of the AI Search Tool.
System Requirements
To use the NJT, you need a computer that meets the following requirements:
• Screen size, resolution, and aspect ratios: 19–22” inch (48-55 cm) screen diameter, 1440x900 pixels (aspect ratio 16:9) or 1280x1024 pixels (aspect ratio 4:3)
• Memory (RAM): 4 GB
• Network bandwidth: min 30 MBit/s
The service can be used with a browser of the user's choice. MKIFK Zrt. shall not be responsible for ensuring that different browsers display content in the same way. The Portal has been developed in compliance with fundamental online content publishing standards. However, it cannot be guaranteed that these standards are handled in the same way by all browser programs.
The NJT is also accessible through a mobile application optimised for Android and iOS platforms, available for download from the Google Play Store and the Apple App Store.
Availability
MKIFK Zrt. provides the service with 99% annual availability. Scheduled maintenance is not included in the calculation of availability.
5. Data protection
MKIFK (as the data controller) processes personal data in accordance with the GDPR, i.e. Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation).
The detailed data processing rules regarding the use and utilisation of services available through the NJT are set forth in the Privacy Notice. All information about the processing of personal data as set out in Articles 13 and 14 of the GDPR, as well as about the content of the Privacy Notice pursuant to Articles 15–21 of the GDPR, is available at https://njt.hu/adatkezelesi_tajekoztato.
6. Closing provisions
Right to Modify
MKIFK reserves the right to review, amend, or update these GTU from time to time, as necessary for compliance with legal or statutory requirements. When such modifications are completed, the new version of the GTU shall be made available to Users on this page. In case the User's scope of authority is extended, MKIFK shall not be obliged to provide specific notification about the changes in the GTU. The User acknowledges that continued usage of the interface after the modification of these GTU shall be deemed by MKIFK as acceptance of the modified version of the GTU by the User. The current version of these GTU at the time of use is binding. The User is obliged to regularly review the content of the GTU.
Force Majeure
Force majeure shall mean any unforeseeable and unavoidable external event beyond the control, actions or influence of the Parties, which cannot be attributed to any Party (e.g. war, civil unrest, natural disaster) and significantly hinders or prevents the fulfilment of the provisions in these GTU, provided that those circumstances arise after the acceptance of the GTU, or, although they arose before the acceptance of the GTU, their consequences on the fulfilment of the provisions contained herein were not foreseeable at the time specified above. Force majeure releases the Parties from their obligations to the extent that it hinders the Party concerned in fulfilling its contractual obligations. Such release is valid only for as long as the force majeure continues.
Governing Law, Legal Disputes, Miscellaneous Provisions
These GTU are governed by Hungarian law. Any disputes arising from the GTU fall under the exclusive jurisdiction of Hungarian courts. The language of the contract is Hungarian. The contract concluded does not qualify as a written contract. The Parties shall attempt to settle any dispute arising from the contract by negotiation. In case any provisions of these GTU are or become invalid for any reason, the validity of the remaining provisions of these GTU shall not be affected.
